Major Infrastructure Boost for Assam
The Assam Cabinet, in its meeting on October 6, 2025, approved the Assam Resilient Rural Bridges Program (ARRBP) with a revised budget of ₹4,816.31 crore. This transformative project aims to ensure reliable all-weather connectivity in rural Assam. It will see the construction of 350 new climate-resilient bridges, widening of 103 narrow RCC bridges, and the replacement of 694 temporary or distressed bridges. The plan also includes maintenance of 37 existing structures, signalling a major infrastructure push for the state.
Assam Healthcare Initiatives
A significant healthcare step was the approval of the Assam State Tertiary Healthcare Augmentation (ASTHA) Project, valued at ₹4,287 crore. Designed to improve access and quality of tertiary treatment, the project will focus on developing critical physical infrastructure. This includes building a new campus for the Gauhati Medical College and Hospital, enhancing Assam’s healthcare delivery system for the years ahead.
Financial Security for State Employees
To secure the future of state government employees, the Cabinet introduced the Unified Pension Scheme (UPS) for those under the National Pension System (NPS). With this, employees will have an assured payout at retirement. The payout will be 50% of 12 months’ average basic pay before superannuation, and a family pension at 60% of the pension amount before demise. The Cabinet also improved pay for over 1,230 casual, muster roll, and fixed pay workers, raising their minimum scales and fixed allowances for Grade-IV employees.
Welfare and Support Initiatives
Families of nine accident victims in Tamil Nadu will receive ₹5 lakh each as support from Assam’s Chief Minister’s Relief Fund. Additionally, 10,186 Assam State Rural Livelihoods Mission (ASRLM) community cadres are now included under the Orunodoi 3.0 Scheme, extending welfare benefits to a broader base.
Easing Urban Congestion
The Cabinet approved the first phase for constructing an elevated corridor in Silchar at a cost of ₹564.50 crore. This 3.462 km long corridor aims to reduce traffic congestion and facilitate smoother commutes in the urban hub.
Reforms in Education and Student Welfare
In education, the Cabinet sanctioned procuring bicycles for 311,614 Class IX students in government schools and approved ₹126.97 crore for reimbursement of UG admission fees under the Pragyan Bharati Scheme. Steps were also taken to simplify medical college admissions, allowing permanent Assam residents studying outside the state, as well as the Moran Community of Arunachal Pradesh, to qualify for the state quota. OBC/MOBC students will get more flexibility in submitting category certificates for counselling.
Teacher Welfare Measures
Teacher welfare remains a focus, with new transfer policies benefiting women educators and regularisation of SSA teachers with three years of service, reducing the previous five-year requirement.
